GDS Rule 3-B Gramin Dak Sevak (GDS) posts पर engagement के लिए eligibility conditions को समझने के लिए एक महत्वपूर्ण provision है। अगर आप BPM, ABPM या Dak Sevak के लिए eligibility जानना चाहते हैं, तो सिर्फ 10वीं पास होना ही पर्याप्त जानकारी नहीं है। Age, educational qualification, local language, computer knowledge, cycling knowledge और adequate means of livelihood जैसी conditions भी relevant हैं।

GDS Rule 3-B क्या है?

Department of Posts के Gramin Dak Sevaks (Conduct and Engagement) Rules, 2020 में Rule 3-B को GDS posts के लिए Eligibility Criteria for Engagement से संबंधित provision के रूप में शामिल किया गया है।

इसका मुख्य उद्देश्य यह निर्धारित करना है कि किसी व्यक्ति को GDS post पर engagement के लिए किन prescribed conditions को पूरा करना होगा।

महत्वपूर्ण: GDS eligibility को समझते समय केवल मूल 2020 Rules पर निर्भर नहीं रहना चाहिए। Department of Posts द्वारा बाद में किए गए amendments और जिस recruitment/engagement schedule के लिए application किया जा रहा है, उसकी latest official notification को भी देखना जरूरी है।

1. GDS Age Limit – Minimum और Maximum Age

Current India Post GDS Online Engagement notification के अनुसार GDS posts के लिए minimum age 18 years और maximum age 40 years निर्धारित की गई है, subject to applicable upper-age relaxations।

Age की calculation संबंधित notification में निर्धारित cut-off date के आधार पर की जाती है। इसलिए किसी पुराने recruitment cycle की cut-off date को नई recruitment cycle पर automatically लागू नहीं करना चाहिए।

ऊपर दी गई age relaxations January 2026 की official GDS notification में prescribed हैं। किसी नई recruitment schedule में category rules या cut-off date बदल सकती है, इसलिए application करते समय उस schedule की official notification को जरूर देखें।

2. GDS Educational Qualification – 10वीं पास

GDS engagement के लिए applicant के पास किसी recognized Board of School Education द्वारा जारी Secondary School Examination (10th standard) pass certificate होना चाहिए।

Current January 2026 GDS notification के अनुसार candidate ने 10वीं में Mathematics और English subjects में passing marks प्राप्त किए होने चाहिए।

सिर्फ “10वीं पास” लिखना पर्याप्त नहीं: GDS eligibility देखते समय यह भी check करना चाहिए कि candidate की 10वीं qualification में prescribed Mathematics और English requirements पूरी होती हैं।

3. GDS के लिए Mathematics और English जरूरी है?

हाँ। Current GDS engagement notification के अनुसार educational qualification के लिए Secondary School Examination में Mathematics और English में passing marks आवश्यक हैं।

इसलिए किसी candidate के पास 10वीं की marksheet/certificate होने मात्र से eligibility automatically assume नहीं करनी चाहिए। Relevant subjects और passing status भी verify करना चाहिए।

4. GDS Local Language Requirement

GDS engagement के लिए candidate को संबंधित post के लिए prescribed local language कम से कम 10वीं standard तक पढ़ी हुई होनी चाहिए। Post-wise local language Department की recruitment notification में दी जाती है।

इसका मतलब यह है कि GDS application भरते समय केवल candidate की सामान्य भाषा या बोलने की क्षमता को देखकर eligibility तय नहीं करनी चाहिए। संबंधित GDS notification में prescribed local language और उसके qualification criteria को देखना चाहिए।

Practical Point: अगर किसी candidate ने 10वीं तक prescribed local language नहीं पढ़ी है, तो उसे current notification में दिए गए specific provisions को check करना चाहिए। अलग-अलग circumstances के लिए Department द्वारा अलग verification procedure prescribed हो सकता है।

5. GDS Computer Knowledge – 2022 Amendment के बाद क्या स्थिति है?

GDS eligibility से संबंधित computer requirement में महत्वपूर्ण बदलाव Department of Posts के 11 May 2022 Office Memorandum के माध्यम से किया गया था।

इस amendment में Rule 3-B के Basic Computer Training से संबंधित provision को substitute किया गया और candidate द्वारा यह undertaking देने की व्यवस्था की गई कि उसे Departmental software पर काम करने के लिए computer, desktop/laptop/POS/mobile आदि operate करने का adequate knowledge है।

इसलिए पुरानी जानकारी से सावधान रहें: कुछ पुराने GDS articles में Basic Computer Training Certificate को उसी पुराने format में mandatory बताया जा सकता है। Current eligibility समझने के लिए latest Departmental amendment और current GDS notification को प्राथमिकता दें।

6. GDS के लिए Cycling Knowledge क्यों जरूरी है?

GDS eligibility में knowledge of cycling भी prescribed condition का हिस्सा है।

Postal delivery और field-related duties को देखते हुए cycling knowledge GDS engagement के लिए relevant condition है।

Current recruitment notification में इस requirement को अन्य qualifications के साथ mention किया जाता है। यदि candidate को cycling के बारे में कोई specific doubt हो, तो application के संबंधित notification में दी गई instructions को reference करना चाहिए।

7. Adequate Means of Livelihood क्या है?

GDS engagement conditions में adequate means of livelihood से संबंधित requirement भी महत्वपूर्ण है।

सरल भाषा में इसका संबंध candidate के अपने और अपने परिवार के livelihood के लिए पर्याप्त means/source से है, जो GDS engagement से मिलने वाले Government allowances के अतिरिक्त हो सकता है, जैसा कि applicable GDS conditions में prescribed है।

Rule 3-A और Rule 3-B का अंतर: GDS के service/engagement conditions और eligibility criteria को एक जैसा न समझें। Residence, working hours और maximum retention age जैसे topics Rule 3-A में विस्तार से आते हैं, जबकि Rule 3-B का मुख्य focus eligibility for engagement है।

8. क्या BPM, ABPM और Dak Sevak के लिए Eligibility अलग होती है?

GDS के अंतर्गत BPM, ABPM और Dak Sevak जैसे posts होते हैं। सामान्य educational और eligibility framework GDS engagement notification के अनुसार लागू होता है, लेकिन particular post की duties, residence/accommodation और अन्य operational conditions अलग हो सकती हैं।

इसलिए किसी specific post के लिए केवल सामान्य GDS eligibility देखकर final conclusion नहीं निकालना चाहिए। संबंधित recruitment notification में post-wise conditions भी देखनी चाहिए।

9. GDS Eligibility और Selection में क्या अंतर है?

Eligibility का मतलब है कि candidate prescribed conditions को पूरा करता है या नहीं।

Selection अलग चरण है। Eligibility पूरी करने वाला प्रत्येक candidate automatically selected हो जाए, ऐसा जरूरी नहीं है। GDS engagement के लिए Department द्वारा संबंधित notification में prescribed selection/ merit process और document verification requirements लागू होती हैं।

11. GDS Rule 3-B में 2022 Amendment क्यों महत्वपूर्ण है?

Department of Posts ने 11 May 2022 के Office Memorandum द्वारा GDS Conduct and Engagement Rules, 2020 में कुछ महत्वपूर्ण changes किए।

Rule 3-B के संदर्भ में विशेष रूप से Basic Computer Training से संबंधित provision को substitute किया गया और candidate के computer knowledge की undertaking का provision किया गया। उसी amendment में Furnishing of Security से संबंधित Rule 3-B provision को delete किया गया।

इसलिए GDS eligibility पर कोई article पढ़ते समय publication date और information की current applicability को जरूर देखना चाहिए।

12. Practical Examples – GDS Eligibility को आसान भाषा में समझें

Example 1: केवल 10वीं पास candidate

मान लीजिए किसी candidate ने 10वीं पास की है। लेकिन उसके educational record में prescribed Mathematics और English requirements पूरी नहीं होतीं। ऐसे candidate को केवल “10th pass” देखकर GDS eligibility assume नहीं करनी चाहिए।

Example 2: Age 41 years

यदि कोई candidate सामान्य category में 41 वर्ष का है, तो current general upper age limit 40 years होने के कारण उसे सामान्य age condition में eligible नहीं माना जाएगा। हालांकि reserved/PwBD categories में applicable relaxation हो सकती है, इसलिए category और notification की conditions check करनी चाहिए।

Example 3: Local Language

यदि candidate ने 10वीं तक prescribed local language का अध्ययन नहीं किया है, तो उसे current notification में उस language के संबंध में दी गई specific provisions और verification requirements देखनी चाहिए।

Example 4: Computer Certificate

अगर किसी candidate के पास पुराने format वाला computer training certificate नहीं है, तो केवल पुराने GDS article के आधार पर उसे automatically ineligible नहीं मानना चाहिए। 11 May 2022 amendment और current recruitment notification को reference करना चाहिए।

Example 5: Eligibility बनाम Selection

कोई candidate age, education और other eligibility conditions पूरी करता है, इसका अर्थ यह नहीं कि engagement automatically confirm हो गई। Selection/ merit और document verification की applicable process भी पूरी करनी होती है।

13. GDS Eligibility के लिए Document Verification में क्या ध्यान रखें?

10वीं की marksheet/certificate में नाम और details सही हों।
Mathematics और English से संबंधित qualification verify करें।
Age proof के लिए applicable document सही होना चाहिए।
Category certificate जहां applicable हो, current notification की requirements के अनुसार होना चाहिए।
Local language qualification को notification के अनुसार verify करें।
Application में दी गई information और original documents में consistency रखें।
Department द्वारा मांगे गए additional documents को संबंधित notification के अनुसार प्रस्तुत करें।
